Managing Risk: A New Approach for the Fit and Proper Regulation of Charities

NCVO's Task and Finish Group has produced a report analysing the respective roles of the Charity Commission and HMRC in preventing fraud within charities. Particular focus is given to the potential overlap between these two bodies, and whether the measures taken by HMRC are proportionate and effective when applied to charities.

The report includes a number of recommendations aimed at improving the regulatory framework in which charities operate. The recommendations should enable both the Charity Commission and HMRC to carry out effectively their respective duties in fraud prevention, while at the same time ensuring the administrative burden on charities is minimised.

About the Task and Finish Group

NCVO set up the 'Task and Finish Group' to review the regulatory powers that the Charity Commission and HM Revenue & Customs have over charities in relation to fraud. Read the Terms of Reference of the Task and Finish Group.

The Task and Finish Group was chaired by Lord Plant of Highfield, former President of NCVO. The members of the Group were:

  • Baroness Sherlock of Durham;
  • Sir David Varney, former Chairman of HM Revenue & Customs;
  • Sir Stuart Etherington, Chief Executive of NCVO;
  • John Stoker, former Chief Commissioner at the Charity Commission;
  • Caron Bradshaw, CHief Executive of the Charity Finance Directors Group; and
  • Lindsay Driscoll, consultant at Bates, Wells & Braithwaite.

Baroness Browning of Whimple was a member of the group from September 2010 to April 2011.
