strengthening accountability systems of government

Citizens need to demand for improved service from their local governments, the extent of which is dependent on the strength of accountability systems within government. For this reason demand needs to focus on strengthening these accountability systems.The question is how do I influence strengthening of these systems if I am working with the government as a volunteer but my employer/sponsor is a civil society organisation? I have already identified opportunities for engaging citizens with the local government I am working with using strategies such as:-Consultation, Presence & representation, Influence, Implementation & precedent setting.What I really need is to strengthen the horizontal accountability systems of local government .Please advice??
