Our Public Service Delivery Network is a free peer-network and open to all. You can sign up for free today.

Our 2,000+ members are drawn from the voluntary, public and private sector. Our members:

  • shape our policy through debate seminars and consultations
  • network and share best practice with one another
  • partner with us to develop new training and support
  • give credibility to our voice to Government

We provide events and news bulletins throughout the year, as well as developing case studies, technical guides and policy responses. All of this is done through our members and for our members - a peer network, readily available to everyone.

Fiona Sheil has been running the NCVO Public Service Delivery Network since the week of the May 2010 General Election. Before coming to NCVO, Fiona worked at Lambeth Voluntary Action Council and Age Concern Sheffield. She has a particular interest in the reform of health and social care provision.

Fiona is responsible for co-ordinating NCVO's programme of seminars, training and advice work on public service commissioning and procurement. Fiona leads on our commissioning and procurement and personalisation work, and manages these webpages.

Paul joined the Public Services and Partnerships Team in April 2011. He leads NCVO’s welfare-to-work policy and manages the new Work Programme interest group for voluntary sector sub-contractors. He also coordinates the popular government / civil society Work Shadowing scheme ‘A Day in the Life…’. Before joining PSP, Paul supported Chloe Stables in her capacity as Parliamentary and Campaigns Officer following this briefly supporting NCVO’s Policy Team.

James is Head of Partnerships and Public Services and Partnerships team. James joined NCVO as Policy Manager in May 2010 and led the organisation’s policy work on areas including voluntary sector funding, tax, fiscal and economic policy and public services reform.  He has worked previously in a number of policy, communications and public affairs advisory roles in both the private sector and the not-for-profit sector.  He holds a Masters degree in Public Policy, is involved in a range of campaigns and projects on a pro bono basis and is a School Governor in the London Borough of Southwark.

Ingela is currently on maternity leave

Ingela has been with the Compact team since 2007, handling cases with both national and local public bodies.  She was previously Campaigns Communications Officer at Friends of the Earth, mainly working on Climate Change and Food campaigns. She has also done voluntary work with Mencap and Mind, and has just completed a MSc degree in Social Policy at the London School of Economics and Political Science.

Ingela leads on working with the private sector.

Oliver Reichardt, Head of Public ServicesOliver Reichardt and Partnerships

Oliver is currently on secondment.                        

Oliver Reichardt is the Head of Partnerships and Public Services at the National Council for Voluntary Organisations.  Before this he worked in the research team at NCVO where he was managing a variety of programmes including the production of the UK Civil Society Almanac and NCVO's input into a £2.5 million treasury funded project looking at measuring quality in public service provision.  He has also held a number of roles across the sector in both front line and infrastructure organisations.

Public Service Delivery Network Advisory Group

The Public Service Delivery Network is advised by a group of experts representing local and national organisations from the voluntary and public sector.

The Advisory Group meet 2-3 times per year to shape our strategy; both what it is and how we deliver it. They also contribute huge amounts of time to chairing our events and helping us produce new resources.

We're hugely indebted to them for their kind support and committment.
