Funding & Costing Workforce Development
Workforce and Governance Development – often referred to as ‘Organisational Development’ - form the bedrock of any voluntary or community organisation.
They are about ensuring that an organisation is accountable, clear in its vision and direction, and that the people within it are recruited, supported and performing to the best of their abilities.
Evidence shows that many Voluntary and Community Organisations (VCOs) do not understand the importance of planning for workforce and governance development and don’t know how to cost it.
For example, within the Voluntary Sector, two thirds of organisations don't have a dedicated HR role - yet 43% of VCO expenditure is on people. In addition, 44% of VCOs do not have any budget for governance costs and only 6% of organisations receive any funding to help cover these costs. This can lead to organisations struggling to meet the full costs of organisational development or achieving full cost recovery.
In response, NCVO commissioned the resource Funding and Costing Workforce and Governance Development - A Resource for the Voluntary and Community Sector.
It helps VCOs think through how they currently cost their organisational development work in order that they can better plan, budget and fundraise for these areas in the future.
