PSDN 2010
A conference for third sector service providers, support agencies and public sector commissioners looking at how public services are changing and how partnership working in the third and public sector need to change with them.

The fourth annual conference of the NCVO Public Service Delivery Network is an unmissable event for anyone in the voluntary and public sector involved in the commissioning and delivery of public services:

  • Frontline voluntary and community organisations – small and large, national and local
  • Infrastructure bodies and CVSs
  • Social enterprises
  • Public sector bodies
  • Corporate organisations

The NCVO Public Service Delivery Network uniquely brings together third sector service providers and public sector commissioners to share learning and exchange ideas around third sector commissioning and public service delivery. Workshops

Workshops will be repeated in the morning and afternoon. Materials from all workshops will be made available to all delegates after the conference.

A. The secrets of consortia
The growing size of contracts and the challenges of delivering personalised services both call for more joined up working. This workshop will give you practical insights into different shapes that consortium working can take and the key issues you need to consider.

B. Successful subcontracting
Increasingly, third sector organisations take on subcontracting is as a way of taking part in the delivery of contracts that are too big  for them to secure on their own. Find out the challenges and opportunities of subcontracting and discover the “checklist to successful subcontracting” in this workshop. 

C. Enterprising personalisation
Are individualised budgets a threat or an opportunity for third sector providers? Hear from organisations that have taken up the enterprising challenge posed by personalisation and developed an offer of tailored services for their clients.

D. Funding outside the box
As public spending shrinks we need to find new ways of funding organisations that deliver outcomes to the community. This workshop will feature social impact bonds and charitable bonds, two innovative financial instruments that can do just that.


Lunchtime Sessions

The extended lunchtime offers informal opportunities to find out what other organisations are doing, compare notes, share learning and ideas

Sessions include:

  1. Making partnerships work: local commissioning in Staffordshire
    Successful partnership working between the public and voluntary sector is at the heart of fair funding relationships, intelligent commissioning and effective services. Hear from the Staffordshire Strategic Partnership about the development of Staffordshire’s Third Sector Commissioning Standards and their Compact working.
  2. Infrastructure at the forefront: Voluntary Norfolk
    CVSs play an important role in supporting frontline voluntary organisations’ capacity and effectiveness, empowering them to work in partnership with local public bodies and giving voice to their needs and concerns. Hear from Voluntary Norfolk about how they have taken an active role at the forefront of developments in third sector commissioning in Norfolk.
  3. Innov-act! A creative session around innovation and efficiency (Limited places available)
    Where do innovative ideas come from? Focused on where you need efficiencies and to do “more for less”, this creative session will inspire you with tools and ideas to develop innovative thinking.
  4. Coproduction: harnessing hidden social assets
    “Co-Production is about working together for a strong community and more effective social services. It starts from the idea that services are successful only when the people being served are involved.” Hear from nef about how public services can play a part in making coproduction happen.
  5. Delivering and capturing outcomes
    Demonstrating impact is essential for both providers and commissioners. Hear about how outcomes feature in commissioning and about methodologies to capture and report on outcome achievement, including the new Quality Measurement Framework for health and social care.
