This publication explores how civil society organisations in the UK and other countries are experiencing the shift from government to governance. It also shares insights on the implication of changing governance structures and processes for civil society organisations.

In various countries including in the UK, the shift from government to govenrnance has led to the emergence of new decision-making arenas in which citizens and civil society organisations have been invited to participate. These new spaces offer new opportunities for those previously excluded from decision-making processes, and could ultimately lead to greater democratic accountability and improved policy-making. However, these spaces are often complex and present a number of significant challenges for non-governmental actors.

Changing governance is a summary of the presentations and discussions at the NCVO/ NGPA seminar which took place in October 2008.
